The question is why is the DOJ listening in (perhaps illegally) on a private citizen's phone calls? Who in the Obama administration authorized it? We know Sally Yates (an Obama appointee) was likely the leaker of the info to the press, but who authorized the NSA to tap Flynn's phone calls in the first place? It has to go all the way up to at least Clapper. To me, that is the real scandal here, not Flynn's discussion of sanctions.

You contain leaks by informing as few as possible. There was no need to tell Pence until it became public. I would suspect that only Trump and Priebus knew about it.
This to me points to the DOJ being the source of the leaks. AG Sessions is going to clean house in that agency. My guess is that it happens quite quickly. I would fire every department head and deputy in the Justice Department. I would also accept the resignations of all US Attorneys Nation wide.
