This should help.

New Orleans Mayor Mitch Landrieu, Louisiana Governor John Bel Edwards, and a host of other officials today announced new public safety measures for the city. They include new crime cameras in several neighborhoods, a program to monitor the images those cameras capture, and new regulations for bars, including closing their doors, but not closing for business, every morning at 3:00 a.m. The New Orleans Police Department is rolling out hundreds of new police cars, and NOPD and Louisiana State Police will have at least two officers or troopers in every block of the French Quarter, along with heat sensors and K-9 units looking for illegal firearms. Bourbon Street will also transition to being pedestrian only. That process could take months.
This should help.

How do they only look for "illegal firearms".

Wrong. They close their doors at 3, not the business

Closing doors, but not closing for business.
It's literally one paragraph, man.

"Closing their doors but not closing for business every morning at 3am"
I take that to mean no new admittance?

You're allowed to imprison all of your guests at 3am, and continue to serve them.

Just means doors are to stay shut. No wide open doors. People can still go in and out 24/7

Bourbon street business owners will not be happy about this.

Good, now maybe they'll shut down on Sundays too so you heathens can turn your shite around.

Assuming it means not letting new patrons enter the establishment, but allowing the ones inside to continue to buy and be served.
