So closing doors and patios will
reduce the culcha and shootings, robberies and other crimes?

Reducing the walking traffic in the quarter certainly will: the dudes that catch a bus into the area from the east won't be so inclined to once they realize the police are forcing them to keep moving. When you eliminate the population of people that don't ever go in a bar on bourbon but populate the corners around Mango Mango's, you get rid of a lot of crime

How are going to close the doors at Pat O'Briens?
I thought this as well until I realized they close before 3. I'm really curious how the daiquiri and pizza shops will stay open. Most open air bars on Bourbon have solid wood shutter doors with no windows. They will legitimately lose all of their late night crowd by no one having a clue they are open or what they even sell.
Also, where do patrons smoke after 3 am? What will happen when there is a line outside of Gold Mine or F&M's? (I doubt they will enforce this at F&M's, but still..)

They will all buy screen doors that will come unpinned at 3AM (if this is actually enforced)
People forget that this is nola, if there's a loophole it will be jumped through

I can see what they're trying to attempt as 3am has a bit of "knuckleheads" out on the streets during the tourist off season, but come major events like Mardi Gras, the NBA All Star Game coming up, future superbowls, etc. this will fail miserably. Events like those bring crowds so dense that pedestrians enjoy taking in the sights on Bourbon stumbling from bar to bar well into daybreak.
It seems as though our clueless mayor is just grasping for straws at this point.
I wouldn't be surprised to see him or the city council try to implement the type of "lock outs" that Sydney, New South Wales, Australia did about 2014. Legislation that took a 24 hour city and destroyed its nightlife, business, and tax base trying to reduce 'alcohol fueled' violence by not allowing entry or reentry to a bar after 1:30am and having last call at 3am.
Search "Sydney nightlife lock outs." NOLA is taking its first step towards that. RIP Bourbon St.

Everything he does is to position himself for his next political job. He does this stuff so he can say, "I did this", and, "I tried doing that"
