The brilliant thing about proposing cuts like this is that it will force those in charge of these programs to justify their bloated budget. If the head of this program wants to continue to be federally funded, he or she needs to go before congress and detail why they need a 400 million dollar budget. They need to justify their spending of the money as well as the effectiveness of the program. Simply giving them 400 million because they are against violence against women is not a good enough reason. That goes for all of these programs. If you can't effectively show why you need X amount, you don't get funded or your funding gets reduced.
