I believe to label something as a certain varietal, you have to have at least 75% of that varietal in the blend. So in the case above you questioned, no. It can be labeled a Cab Sav rather than a blend.
I may be mistaken on the percentage, and other countries may vary on this. That's just my basic understanding.

Costco has a Pine Ridge Viognier/Chenin Blanc White that goes for about $14. It is my go to white. I buy it by the case. All the time.

Leaving Martin now and they had the 2013's. I'm giving it a try based on your rating, and I'll keep my eyes open for some 2014's somewhere
