Related to this? Staging? Just coincidence?

1,200 Engineers currently in the flooded area with LMTVs, boats air assets and other high water capability.

Once that operation is over (water goes down) the commodity distribution operation begins (water, MREs, tarps, ice etc)

Our leadership in 23rd regiment is a joke. And yes once it's a federal state of emergency the state can request us. It's then on the jack asses in higher to let us get to work and help out.

The assets mentioned above were staged 3 days ago and are actively rescuing people as we speak, calm down.

The governor also has to fight disasters on a budget, I'm sure he would like to have 5,000 personnel in the fight but thats to costly.

I don't know about y'all, but I'm always impressed to see federalism at work while lives hang in the balance.

It comes down (broadly) to authorities. The governor has authority over Title 32 (National Guard) forces in the state. They do not have authority over Title 10 (federal - both active and reserve component) forces in the state. Use of Title 10 forces requires coordination with the federal government. That is the (very) simplistic way of describing it.

That's the cliff notes version and very accurate...it'd probably be easier to get support from Mississippi under the interstate compact using Title 32 authority than getting the USMCR called up under Title 10

There are MOUs between all the gulf states so you could see some specialty units from neighboring states.

Guard is State's military and are in the service of the Governor.

Governor can loan them/place them under authority of President, but President is not their Commander-in-Chief.
Partially true. Guard is under dual state and fed control in general, and is always one or the other at any specific time. The Guard has 2 commanders in chief.Reserves (and active duty, of course) are only under Fed control.
