It was already shown to violate departmental policy. So it is already unjustified. The question will be whether it was intentional or an "honest mistake". "Honest mistake" of course taking someone's life .

I saw the same thing on reddit but didn't see the source.

Seems like an idiotic rule unless they just don't trust the police to be good enough shots to not shoot innocent people trying to hit a fast moving target.

If we had a situation like Nice, would they really expect 100 cops to stand around waving for the truck to stop because they can't shoot?

South Shore neighborhood

It used to be really nice, actually - it is right next to Hyde Park and was one of the wealthier neighborhoods in the city for a long time, but it got hit by white flight pretty hard. It's still middle class-ish as far as Southside neighborhoods go, which isn't saying much, but it has some nice architecture and a lot of big homes. Once you get further away from the lake, crime can get pretty bad.
