The African American citizens themselves felt that their educational background was very subpar until 1954. In 1971, I don't think you would find any "leaders" that could have passed through and education system that was of good quality.

My understanding of that quote means that Mr. Wayne wanted to make sure that we had well educated men in position of leadership, and not just a hire to meet a racial quota. He insinuates that we would soon have African Americans who had passed through a quality educational system.

Were they going to close schools and government entities? Otherwise, who gives a shite? Every day is some "siblings day" or "taint cancer awareness day" or some shite. How would this effect anyone other than a few hardcore fans who might get drunk and dress up like cow folks?

I have a friend that works for the state, he kept getting passed over for promotions that were being given to lesser experienced/qualified people for certain, ahem, reasons. He told them that although he liked the job he was going to take a private sector job if things didn't change. He was told to get a masters for advancement so he goes to Grambling, and this was in the 80s. He said that not only could most of his classmates not read and/or use English very well, or use a word processor or typewriter(just before pc explosion, both kinds)but many of the faculty couldn't either, he blew the program away.
