What I mean by, "don't need it", is that most of the beneficiaries are wealthy. See the article, which refers to a study of the program.

You mean their parents are weathly, which doesnt mean their parents pay for their school. And $70k-$100k isn't "wealthy"

My parents are very well off but I paid for my own school.

It is an incentive for the best students to stay in-state for college. The whole point of a scholarship is to incentivize certain students to attend a school. Can you seriously not see that this program is larger than dollars and cents?

Well common sense would lead me to believe that parents that push their kids to achieve to a TOPS standard are likely college grads themselves and thus at least middle class families. That doesn't make them wealthy, just parents with good priorities.

Cut the whole program because some can afford to pay their own way.

Right! Whats going to happen here is the state will kill TOPs and when the economy returns use that money for More benefits for the poor. therefore keeping them poor because being poor is a lucrative business.
