Louisiana should eliminate TOPS, Free up Budget

Great idea. Disrupt the #1 determinant of in-state tuition and thus demand for the University, to free up funds for the University so the budget can meet the forecasted demand with TOPS in place. Brilliant. Can tell how much of a thinker you are.

What I mean by, "don't need it", is that most of the beneficiaries are wealthy. See the article, which refers to a study of the program.

My niece graduates this year and will probably enroll at LSU in the fall. She desperately needs TOPS to help with her tuition. My sister and brother-in-law are not wealthy FYI.

Read the article. At the very least, the program should be modified so that the people who do need it are the primary beneficiaries.

The problem I have with TOPS is that they are awarding average students. Raise the requirements some so it is actually a rewards for hard work.
Also I would like to see a study of how many students with the scholarship actually get a degree as opposed to flunk in out or just dropping out. Those that so not get their degree should be made to repay their money for not holding up their end of the deal

It is amazing to me that TOPS could exist for almost two decades and people still not understand that the program is not to send people to college who can't afford it, but to keep people who are incredibly smart in our universities instead of making Texas a ton of money and a great place to live.

I am currently in school. I'm benefiting from TOPS. I like TOPS and I need it. I am not the only one.

You mean their parents are weathly, which doesnt mean their parents pay for their school. And $70k-$100k isn't "wealthy"
My parents are very well off but I paid for my own school.

That would be typical of the current mentality of this country. Let’s take away incentives for hard work while awarding a lack of accountability. In addition, if TOPS went mostly to black students, any suggestion of elimination would be met with accusations of racism.
