What difference does it make who benefits from the TOPS program? They set out, defined educational requirements (X gpa, X act/sat). Anyone who classifies with their requirements can benefit from TOPS.

Also, I'm sure that a majority of white students choose to attend college over black students.

Let's add some perspective on that. What percentage of high school graduates in the state are white?

Also, two parents with 35k a year salary isnt anything to get wxcited about.

Maybe it should read, "75% of students who accomplish a 2.5 GPA and a 21 on the ACT are white."

Nowhere in the article did it state that the government handout known as TOPS is racist. There was not even any commentary in the article. But your attempt to make another topic about race was sucessful. Congrats. Many points you have earned.
