Because, Robert Duvall, Alan Rickman and Gary Motherfrickin' Oldman have to be in this discussion and all would likely be ahead of him (although it can be argued that Duvall had enough lead work to disqualify him from "charactor actor" status, he cut his teeth on character roles - and outside of The Great Santini, Lonesome Dove, maybe Tender Mercies and a couple of others - most of his great work has been in support).
(And I like The Blonde from Fargo).

Character-for-character, at the top it's close, but Duvall has so many iconic support characters...

Although, to be fair...most of the charactors he played were smug jerks or assholes. But damn if he didn't play them perfectly.

He was great in HBO's From the Earth to the Moon - and was up against Kevin Pollack in most of his scenes, who is no slouch and could be a candidate in this category, himself.

I'm a big fan of Damian Lewis...have been ever since Band of Brothers. His work on Homeland has been awesome, and I was a fan of the short-lived Life. He is supposed to be playing William T. Sherman in an upcoming mini-series.
As mentioned earlier in the thread, David Morse is a great character actor, as well.
