Are all bikers better than everyone else?

I've been sitting in traffic on I-12 E in Slidell for over an hour then I see five bikers riding on the shoulder passing all the traffic. Do laws not apply to them?

This isn't just a biker thing. Last night while sitting on the swamp bridge, I saw several cars doing it.

Their bikes are probably air cooled which means if they're sitting for extended periods of time the bike over heats.
I know it was legal in California to ride on the shoulders during traffic for this particular reason.
