Tate and halford were always my favorite singers. The 80's metal movement had so many talented vocalist.
I always thought Tony Harnell was among the best as well. He recently joined skid row.

GnR was a "hair metal" band?
Absolutely
It definitely wasn't my intent for this thread to be a discussion of genres and sub-genres. So just define "hair bands" as loosely as you'd so long as they have at least one power ballad and at least one mullet.

Not really hair bands but were out at same time...
Geoff Tate - Queensryche
Ian Astbury - The Cult
The OP specifically referenced hair/glam bands. Why the hell would you even mention these two singers?
Queensryche is to Poison, as Tool is to Linkin Park.

Easily had one of the best ranges in metal at the time across any and all subgenres.

How does he just disappear from music post skid row?
Because supposedly he's kind of an a-hole who can be hard to work with.

Steel Panther - Death To All But Metal (NSFW)
I think Michael Starr from Steel Panther may be the songbird of that generation. He is a frickin poet. A frickin poet with frickin pipes.

halford
I think we have to include Dickinson, then, and the entire NWOBHM movement.
But, Halford and Dickinson were very talented metal vocalists - probably the reference standards, with Halford being a little more husky and raw, while Dicksonson probably a little cleaner, but both had pretty good range for this kind of music.
Hair metal itself is, mainly, American bands trying to follow the template of NWOBHM, with Maiden, Priest and Def Leppard (yes, Def Leppard) being the notable examples of NWOBHM - all had twin lead guitars - and all, to vary degrees taking style and musical cues from glam, Thin Lizzy, Queen, Boston and the usual suspects (mainly Zeppelin) from the previous generation.
You start to see deviations - Maiden and Priest were not big on harmonies (while glam and Queen certainly were), Def Leppard was. Most hair metal eschewed harmonies and had a front man who did not play an instrument, at least not typically, live. Most hair metal bands did not go for 2 lead 6-string players (although some did). Despite the cheesy songs, most of the successful hair metal bands were loaded with talent.

Don Dokken could wail pretty good.

David Coverdell was very good.

His voice was always too weak for me. George Lynch would have gained much more notoriety if he had played in a band with an edgier-sounding vocalist.

I saw him briefly on some VH1 show a while back and I definitely got the impression he was less than a cool dude.
Dem pipes doe.

Janie Lane from Warrant may not have had the ability to really wail, but his voice really worked well with their music.
I also have always like Vince Neil's vocals, but I think he has blown his voice. The last few concert clips I have seen of Crue, he seems to skip words and relies on the audience/others to sign the chorus.

As great as I think Tooth & Nail was, and as someone who saw them in concert at their peak, no, he did not wail.

Yes, but other than the copycat slide into hair metal starting in 1987, Whitesnake was a kick arse rock n' roll band for many years before the hair metal scene ever happened.

Miljenko Matijevic is the voice of Marky Mark in Rockstar. Steelheart and Steel Dragon. His, Geoff Tate and Freddy Mercury probably have the best vocals.

I always thought Tom Keifer from Cinderella had a cool voice.

Joey Tempest from the Swedish rock band Europe. "The Final Countdown", "Rock the Night" and "Superstitious."

Kelly Hanson of Hurricane was a very underrated vocalist back in the late 80's. Great voice. He is now the lead singer for Foreigner.

NOT.
Nor was Ian Astbury part of such but for maybe a glimpse in time.
If you wanna look at decent lead Hairband singers, look at:
Hurricane
Bango Tango
Cinderella
Enuff Z Nuff
Shark Island
