This would work in BR, if the divided sections of 10 had a shared lane between them.

This works by removing 1 lane (light traffic) from a multi-lane highway and adding it to the lane in the opposite direction (heavy traffic)
ie: 3-1=2
4/2 lanes
Why it won't fix BR:
1-1 = 0
2/0 lanes
ie: 3-1=2
4/2 lanes

I think those dividers are impact rated about the same as K-rails or Jersey barriers. Not sure about vehicles climbing over them...
The major problem is the cost. The zipper barriers are more expensive that typical concrete barriers and the transfer vehicle costs a fortune. They tried this on the Golden Gate Bridge back in the mid-90s. Not sure if it was ever implemented. (Five or six travel lanes, with only pylons as a divider. There were many severe crossover collisions.)
