How often and for how long should these teams be practicing? Is 3 times a week too much? New to this and would like some insight.

Only if you want the parents to revolt.
Twice a week and the parents will be fine.
And about 1-1.5 hours is bout the max. After that attention starts waning and also fatigue can cause some bad habits.

The key is organizing your practices to maximize your time.
I always liked to organize into 3 stations. (Hitting, Fielding, and Pitching / Catching)
Divide the kids up and rotate the groups to each station and then end the practice with a hit around.

Your boy will never get to the Majors practicing three times a week.

Probably enough for professional baseball teams, but for overzealous, type A dad coaches of young boys 3 times a week isn't half of what is thought to be needed.

Maybe for a couple weeks before season starts but once the season has begun.. Once should be sufficient unles you have to shorter specialized practices

We did 3 days a week the first 2-3 weeks of practice to start to season but then cut back to 2 a week. If we were playing tourneys then sometimes we'd just get together midweek for hit around and infield. Take a week off mideason or so to get away from the game and have some fun!
My son is a Freshman in HS now and plays for his school but I miis Travel Ball, we had some fun, met some great people and made some great friends!

For actual improvement, they should play fewer games and practice more often.

Our 10 yo travel team practices twice a week. We have a 11/2 hour team practice to work on cut offs, bunt coverage, taking grounders, and tracking fly balls. Our second practice is 1 hour and we split the kids in half and concentrate on pitching mechanics, hitting and bunting. We will find out next week if it works.

All my teams practiced once per week.
Warm up. Outfielders do work in the outfield while infielders do drills in the infield. Then have a full team fielding practice. Then get into BP. Rotate so that pitchers are rotating from shagging, hitting, and throwing sides. End with some conditioning and call it a day. Or something like that.

5 days a week 3-4 hours a day! Gotta get those 10,000 hours of practice in before high school

Also, 2 organized practices per week, but the players should be encouraged to work on things at home in between practices.
I would also instruct the players not to pitch at home but just long toss. That way they weren't overusing their arm and aren't trying pitches and techniques that could cause damage.

Families are very busy and it's hard to committ to several practices and several games per week. Once the season started, I practiced before our games for 45 minutes to an hour. Parents liked not having to bring their kids in for practices on non-game days.

You should have an idea on this before you sign up

2-3 times a week at 2 hrs a practice is about the norm in travel softball. I'm sure baseball is about the same.

My experience is twice/weekly. Could last two hours.

"Tournament"? I assume u don't mean all-star tourn. too early for that. Assume you mean a regular team that is doing a tournament soon?
Anyways, three times a week would be about right. Divide into stations like said before. In the hitters section have the on-deck batter playing fungo against the fence. Keep everyone busy all the time. At 12 year old you are beginning to be able to tell the future high school players from the rest. try to eliminate bad habits.
