Depends on if the cop is feeling super dickish.

To me, small, natural, unrefined items such as shells, toothpicks, etc should not be considered littering.

Yes. Turtles eat them thinking they are bugs and choke to death. Plus they are a gateway litter. First you throw shells, next you throw beer cans

If its biodegradable, I've never had a problem with throwing a food product etc out the car window. Plenty of apple cores and banana peels have hit the street outta my window over the years! Not on the reg though as I dont eat fruit in the vehicle normally.

No it will break down in time. However depends on the cop an doubt a ticket would be wrote since, I have never seen one pull over a smoker throwing cigarette butts out.

I usually just throw my whole breakfast paper plate out the window after I'm done

They pay people to clean that up.

IYAM organic material are okay. As long as you don't throw it in the right of way where it would attract animals and put them at risk. Or in somebody's yard.
