I'm having trouble deciding between Jimmy page, Allen Collins, or Jimi Hendrix.

One of the best, if not the baddest, Frank Marino.

While I love all these guys, none of them are even close.

Pretty broad question. Segovia could play things Hendrix would have dreamed to play, and Hendrix did things with the instrument no one had imagined. Wes Montgomery was an absolute genius. Garcia was so unique and versatile. Not to mention the old Blues guys like RJ, Lightnin', etc. that were bad MFs. Stanley Jordan, he's pretty incredible. The answer is probably some dude no one has heard of. I've seen guys busking that have blown my mind.

If I named my top 3 99% of the board would have never have heard of them, they are mostly studio guys and can play anything that Page, SRV, Atkins, Emmanual, Clapton, you fill in the blank, can play, and many of them were the originators of instantly recognizable riffs heard in popular music.

Duane Allman, much?

I think it is between Duane Allman and Jimi Hendrix, FWIW.
