DOTD shoulders some of the blame. It is illegal for the state to enter into any construction contracts on a cost + %fee basis. That would mean that whatever the project ends up costing, the contractor is paid that plus an agreed upon percent markup ($1,000,000 job means total cost is $1,100,000 on a 10% job). This kind of bid structure is illegal because it offers little to zero incentive for the contractor to finish in a timely manner or to keep costs down.
However, such a contract structure is not illegal in consulting work for feasibility studies. That is why the companies that receive these studies are so tied to the government themselves. Feasibility studies, or more so, the study industry, is basically a massive money laundering scheme where legislators and government agencies pay for "studies" that go to companies from which they receive kick-backs and campaign contributions.
Don't believe me? Look what happens when a prominent politician leaves power in favor of a new regime. Notice that the companies doing the studies changes. The company getting the new contracts will undoubtedly be a campaign supporter or family member of the current regime.

BR has a huge traffic problem and it isn't going to go away anytime soon. The only way it will EVER get solved to spend a large fortune. Problem is, instead of finding more money for projects like this, we keep finding out that we don't have enough money to perform routine projects.

This. It's not a BR-only problem, but the lack of sufficient surface arteries and grid combined with a collective unwillingness to change is at the root of the problem.
Regarding eminent domain, it's clearly a sticky issue, but transportation is the primary cause, and certainly BR's problems and solutions are not new. This stuff happens all the time and that's how progress happens.

How about if they built an interstate the middle of the 50 acres you bought to isolate yourself? Your house is right by an interstate now.
I am like you, I wanted the loop to pass at the end of my street, but I do get the resistance from people who removed themselves from the problems.

these are the ones for whom I am speaking. The people who bitch about the traffic and need for a loop are the ones who (it seems) wont have to sacrifice their parcel of land (or better yet, have it taken from them). This IMO is bullshite. Those of us who moved out to get away from all of the sprawl and shite that comes with it dont appreciate being told "pack your shite cause we need a loop". Well pardon me, I mean no offense, BUT frick YOU TOO! You move closer to your job are somewhere else so the traffic doesn't impact you. I'm not giveing up my 40 acres because you have to sit in traffic. That ain't my problem. You wanting to take my land because you want a smoother commute IS my problem.

Would gladly contribute if I knew funds were going to be allocated to an actual project and not a study. I swear it would make my quality of life so much better if traffic wasn't such a constant fricking cluster frick. I drive and travel almost everyday for work (4 state territory) and BR traffic is the bane of my measly existence.

They really need to close the Washington St. exit on I-10E and make Darymple the 2nd exit off the bridge. Out of the 2,500 miles of I-10, it only becomes one lane in BR. I guarantee there is more money for the city/state coming across that bridge, than the "impacted" area if they get rid of the Washington Exit.
