Need help with handling loud construction at night

I live next to the construction site for Lee High School in Baton Rouge. Last night they began working at midnight and worked all the way through the morning backing up trucks, operating heavy machinery, pouring concrete, and yelling back and forth to each other.
Baton Rouge city ordinance states:
Sec. 12:100. - Noises interfering with enjoyment of property or public peace and comfort.
No person shall make or cause to be made any loud and raucous noise in the parish which is offensive to persons of ordinary sensibilities and which renders the enjoyment of life or property uncomfortable or interferes with public peace and comfort.
and
Sec. 12:101. - Same—Enumerated.
The following acts, among others, are declared to create loud and raucous noises and shall be deemed a violation of this chapter, but such enumeration shall not be deemed to be exclusive:
9) The creation of loud and raucous noise by construction work in or adjacent to a residential area other than between the hours of 7:00 a.m. and sunset on weekdays and Saturdays, except in the case of urgent necessity in the interest of public safety for which permission must be obtained from the director of public works. "Construction work" includes but is not limited to the erection, excavation, demolition, alteration, or repair of any building.
I don't believe that building a school is "a case of urgent necessity in the interest of public safety", but according to BRPD the construction site was given a permit with "no restrictions" basically giving them free rain to be as loud as they want at any hour. The police are claiming that they have no power to enforce the ordinances. I've also called the mayor's office, my councilman, BR Public Works, and the BR Code Enforcer all of whom have given us the run around.
Does anyone from the OT have any helpful advice or ideas for what my neighbors and I could do to try to shut down this late night construction?

I've been having the same trouble with the construction near Lee and Nicholson. Starting to jackhammer at 3AM.

school construction has to be done in a timely manner,weather permitting.so my advice would be to move,or deal with it for a short time knowing that it won't happen for another 50 years or so.

Call the Southdowns Neighborhood Association. They'll make enough noise to drown out the construction noise.

they will only pour for so long , that should be the only reason for night work ..... it should end soon ....
but there is no reason for workers to shout and yell , go ask them (nicely) to keep the volume down ....
