I can't imagine they are working at these hours every night. Large concrete pours are typically scheduled for the EARLY morning hours so that they can most efficiently complete the work. (1) Less traffic on the road in general so concrete trucks can get there quicker. (2) Other construction jobs are not ongoing at these hours so all of the concrete truck fleet is available to finish the large pour. And (3) Depending on what they are pouring, it may take a long time after the pour before the concrete sets up for the workers to finish the concrete, and so if they started pouring at 7:00 am they might not finish until 10:00 that night (ballparking and exaggerating).
I'm sure none of that is your concern but the short story is contractor's don't have large pours like that every day, so you are probably only dealing with this 1 (at most 2) nights a week. I would just deal with it and the concrete work should be finished in a month or so.

Maybe they were pouring a big slab? Probably wont happen again till they pour another slab.
Cement companies like to get big jobs out of the way as early in the AM as possible so the finishing crews can work the concrete during the day.

At least it's temporary.
I had a fricking concrete plant built about a half mile from my house. They love jack hammering out hoppers at 2am on week nights. They jumped through a bunch of loopholes to build it and apparently have the right to do whatever they want. It's been going on for 6 or 7 years and we can't do a damn thing about it other than leave.
