but yes, i think your comment is correct for my lifetime (at least from my ability to remember)

i was born in 83, so bush 1 in 88 is the first one i really remember. he is the outlier b/c he only lasted 1 term. his biggest effort was the gulf war, which had a consensus. i don't remember much else except him puking in japan

clinton had to work with the GOP congress with things like welfare reform and other program issues and it led to positive progress on the deficit/debt

bush's signature policies were iraq 2 and the medicard D stuff (he got DEMs to compromise on a larger expansion), both of which had a cross-party consensus. TARP also had approval from all over. now make no mistake, his presidency is why we are so fractured today, but the major stuff he did had bipartisan support

bush directly led to the DEMs taking over AND the tea party emerging in 2010, so we can officially blame bush, here

May be I've missed something over the last six years but is there any major policy that has been enacted as law that Obama has compromised with the Reps on?

He was obviously trying to use legalese so he wouldn't be lying in his own mind. He had a pause between "that woman" and "Monica Lewinsky" as if they were two different statements. Or at least that is my guess as to how he played it out.

In the case of this tweet, the guy is just saying how he believes the Republicans would be "seen as", not saying they "would be". Big difference in a written statement from Bill Clinton trying to deceive either through a straight lie or parsing of words.
