Don't know that i've heard of an Ivy going with ACT scores, especially when they require 3 SAT subject tests too.

Have an account with a site that follows such things. Each dot represents a single applicant - there's a lot of red stacked together in those thicker places, but its hard to graphically show in 500 pixels. What I wanted to show is clearly 36s are denied and in some cases 16s are let into Harvard.
My guess is the 16 is a legacy. Grandpa gives a lot of money so snowflake is let in, despite being dumb.

Are you an admissions director at an Ivy League school? If you aren't, then I don't see how you can factually make that statement.
I'm not saying favortism, and social agendas, don't exist... I'm saying that extreme seems unlikely.

Harvard itself doesn't offer merit-based scholarships. Directly from their financial aid page:
