Weekly golf game rules.

We play by the rules mostly like out of bounds/lost ball/hazards and the like. We don't use the 14 club rule and hit two off the first tee. And we bump the ball even in the rough, but if your stymied your stymied. My question is my playing partner changed putters at the turn, would you object? I ragged him a little, and he came back and said, well so and so changed the setting on his driver while playing last time we played, and said its no different. Then later he hit from the wrong tee, farther back, and hit it close, almost gimmy, and we called it on him, and he had to re-tee, without penalty, in which he made bogey. Should I print some local rules so this doesn't happen again, or should I bring extra clubs in my truck and stop and do a re club at the turn, as he did. Its a friendly skins game with a nassau thrown in. Not a whole lot of money changes hand but felt it wrong for the change of putters. Didn't mind the driver head change on the course, but felt the putter change at turn was a little over the top. What say u?

If you don't use the 14 club rule he can change any club he wants. Also wrong teeing ground is a 2 shot penalty.

if you are gonna have your own types of rules, they need to be well established
people taking liberties is gonna be expected when the whole group takes several liberties with the rules
eta: is this a money game? i would think it would have to be, or else I never really care about how my partners play

If you don't mind a driver adjustment, I don't think you can call him on the putter change.
But more so, it sounds like ya'll need to sit down and figure out some rules to follow.
Did the putter really help him that much? What type of putter is it? Sounds like the new one was making it rain on the back. I need to check it out.

Driver adjustment is worse than the putter change IMO.
Oh I'm slicing the ball off the tee today? No problem, I'll just adjust my club and I'm good to go

I think you need to get over it. If you want to play by specific rules, state them, agree to them, and enforce them.
I don't see what difference a different putter makes anyhow. Like you said, it's not like it helped him

the 14 club rule is the most overlooked rule that I seem to encounter
its mostly older guys I play with, but those guys all seem to have 2 drivers, about 5 hybrids, and 4 different wedges
many of the clubs, they don't ever consider hitting, but they feel like they have to carry them
