One would assume that since kids are a huge expense, people would wait to have them until they are stable financially, but the exact opposite is true in America. Childlessness is rising among high end couples, while low income folks continue to have higher birth rates. This is troubling, for it means that the far majority of kids will be growing up in a home where government assistance is seen as normal, and will be less likely to learn finances from their parents.

Is there any policy the government can implement that can address this issue, which will bite us in the buttocks eventually?

Don't tie the money received to the number of offspring.

Incentivize getting a tubal or other form of sterilization procedure.

why does this exact same thread come up every month?

I think we could probably start with guaranteed contraceptive coverage in all health plans. Sorta like we get guaranteed air bags in all cars. We didn't used to. But its a good thing.

The only answer is condoms and birth control. Pretty simple.

More kids = more free money from the gov't. Why WOULD they stop? They don't have to work either and also get a cell phone.

1. Mandatory sex education in public schools starting in junior high. Throw in nutrition, drugs, alcohol and other things so make it a mandatory health class.
2. Allow government benefits for only one out of wedlock child. Everybody has the potential to make a mistake and get knocked up but I expect you to learn from your mistake.
3. Set standards to achieve for mothers that receive gov benefits (i.e must maintain a 2.5 gpa and graduated from high school, must work a min of 20 hrs a week if part time student, 35hr a week if you are not a student, be full time student and maintain a 2.5 gpa and you only get 5 years to get a bachelors degree, etc).

For anyone whose only source of income is the government, I would have no problem with this. Honestly.

Margaret Sanger, founder of Planned Parenthood, and Hitler understudy in Nazi Germany after being imported by FDR wrote of Blacks in America comparing their planned extinction through "planned parenthood" to weeds. Nothing racist in the founding of PP huh? And for an update? 52% of all blacks that could have been born since 1973 have been aborted in America... But we now live in a p.c. world where opposing abortion, which is mostly the killing of black and Hispanic babies, racist... Wow.
