Scheduled a phone interview, never received call

I exchanged several emails with the company owner regarding possible emolument. Scheduled a phone interview today, but the call was never made. I'm currently employed and was not actively searching for new employment. Appeared to be a great job with generous pay. Should I call or email this guy asking about the status of the job? How do I word it? TIA.

This is pretty much how employers roll now. They get you all built up for something and then disappear into the wild, leaving you sitting there wondering what the frick happened.
