the substance of the allegation is about politics playing a role in what rice said on tv, and the election, not what actually took place on sept 11. I mean, some critique of the response but everything I have seen has been about Rice's statement. After those people were dead.

This would be a decent argument if the coverup was because we had armed the folks who did the killing or similar. Blaming Obama for the deaths is a reach, though I do think there are a number of valid arguments that this could and should have been avoided.
