Who sets the price for the forced sell of the Clippers?

Normally when someone is in such dire straights that they're forced to sell something, they aren't going to get market price. Especially when the other parties know it's a forced sale.
ETA: This literally one of the only aspects of this whole story that interests me.

When the league bought the Hornets, they bought it for about $300 million. Shinn allegedly had 2 offers on the table, a lowball local offer from minority owner Gary Chouest, and a carpetbagger offer from Larry Ellison who wanted to move the team for about $400-$450 million. I don't know how they settled on $300 million, although the league was one of Shinn's creditors and he was reportedly on the brink of bankruptcy when he had to sell the team, so he was a motivated seller unlike Sterling.
