I have some porcelain tile installed in my home and some of the edges are rough. Is there anyway to smooth them out?Thoughts or recommendations would greatly be appreciated.

Not sure what you mean by rough edges... But they do make a stone you rub along a cut edge to smooth them out when installing them. Check the tile aisle at Home Depot.

The edges where two tiles meet. One is tad higher and I don't want a child stub or slice their foot

Didn't know you could install title, but "smoothing" title is frowned upon at most dealerships.

If it's real porcelain, it's gonna be very tough and nearly impossible to sand down without some sort of diamond tool.

That's called lippage.. and no you are screwed. No way of getting that level without tearing it out and doing it over.
The reason why sanding won't work is because the porcelain is a coating. Beneath the coating is some sort of clay. If you sand down to the clay then it will be a different color and obviously softer then the porcelain coating.

go to home depot with your problem they will tell you what to do. if that dont work just put some clear latex caulk over the area and apply so its uniform.

you fail to provide any help what so ever so you fail.
i actually know how to install tile unlike you. i would never install tile with that imperfection. but the op doesnt want to pay to get it redone so he needs to find the best fix without ripping all the tile out and starting over.

i think he was pointing out "install" v. "lay."
