Programs that are really on a "decline"

I know LSU fans use the term jokingly but what formerly elite programs are really experiencing a decline?
Oregon- I think they reached their peak with Chip Kelly. People have figured out their offense it seems and I don't see them reaching their former success.
USC- #1 AP preseason last year, and numerous successful years under Carroll, and now they aren't even the best in Los Angeles. Sarkisian really isn't the guy to bring them back to prominence either. They'll be mediocre for a little while it seems.
Stanford- Another team that seems to have reached its peak with Jim Harbaugh and Andrew Luck. This one I'm not so sure about but I don't see Stanford hanging around with the elite programs long term.
Georgia- Yet another season of unmet expectations for the Bulldogs. Mark Richt's seat has to be getting hot
Florida- We all know where they're at right now. Not really much explanation necessary.
What are some that come to your mind?

A real, long-term decline of once great programs... Notre Dame, Tennessee, Michigan, Nebraska, Miami, and possibly Oklahoma

I disagree with this one. Shaw is the real deal. If doesn't have a interest in the NFL, I see him there for a long time.

I don't see Florida or Georgia staying down too long. Both states are full of recruits and all it takes is a couple of good classes in a row and they're back in the national picture.

Nebraska and Tennessee haven't finished in the top ten since 01.

LSU has been the most consistent top program since 2001.

None of the programs you listed have any data that reasonably constitute a decline.
Tennessee is (still) in decline; after winning the East in 2007 and contending for the SEC throughout the late 90s and early 2000s, they've gone 28-34 with two bowl appearances (0-2).
Michigan is (still) in decline; Brady Hoke's 11-2 campaign in 2011 turned out to be an anomaly.
Virginia Tech may be in the beginnings of a decline; they're looking at 15-10 over the past two years after five 10+ win seasons and 4 BCS bowls
Auburn would have been a good candidate before this year.
Those are teams who have been mired in mediocrity for several years despite having a winning tradition and expectations of excellence. That's "decline."

Nebraska and Tennessee because they arent just rebuilding years or a stretch of fluky seasons. But actual representations of how the programs will never be as good as they once were.

Unmet expectations: Yes
Hot Seat: Not even close
The administration seems to be content with 10 wins and a trip to the Capital One/Outback Bowl. CMR will leave on his own terms...I don't like but it is what it is
As far as decline I don't see it at all. We have made 2 SECCG in 3 years, nothing to show for it but that is par for the course these days...I would actually argue that we have plateaued under him.

Agreed. Chip Kelly took them to levels that they've never seen. It doesn't look like Helfrich will be able to better them, or even keep them at that level at the moment.
The sanctions hurt. Sarkisian will put together a very good staff and clean up in recruiting. It's yet to be seen how well he will make it all work though. I think they'll be between 8-10 wins pretty consistently, but I'm not sure if he can make them elite. So an upgrade from Kiffin, but a downgrade from Carroll.
I don't think Stanford is on a "decline". I don't think they're on the rise either. I think they will remain pretty solid while Shaw is there.

Tennessee is truly a team on the decline. Butch Jones has two seasons to prove what he's made of. If they're still struggling to finish above .500 after 2015 then I will agree that they are probably beyond saving.
