He's lying. He doesn't pay rent if he is in a dorm. That's paid for already.
Secondly, if he didn't have any money or food, why would he automatically call the coach and tell him? Wouldn't your first thing would be to bum some money or food off one of your friends? Maybe a teammate? Somebody?
Who just calls the coach and asks him for food?
Yep, he's lying to try to help the cause of paying players.

If they investigate Tennessee, they sure as hell will be investigating Alabama.

Could part of the solution to college players getting money or stipends on top of schollie aid be paying them like they would any student worker.
Just like Grad Asst and undergrad student workers get paid jobs on top of their academic schollies, in essence, you could say their sport is a university job that warrants that extra pocket money every month to be able to pay for incidentals and things. Obviously it's a lot harder for athletes to manage the time they have to put into their sport so instead of a normal student job they could get credit as an athlete/student job.
Now that doesn't stop agents and boosters getting involved but at least you have a mechanism to pay players legally through school and all the money and publicity they generate for the school.

It's possible he misspoke and meant an apt not a dorm room. Also if their dining halls are like lsu's then they actually aren't open on weekends and holidays. So the story about having to go in his fridge after games could be true.
That being said it's hard to imagine he couldn't afford 20 bucks a weekend to feed himself, or he could be outright lying. But to flip flop again, if I was a star college athlete id get fricking tired of penny pinching my way through 4 years of school, always having to eat at the dining hall. I'd probably take some benefits

I was under the impression that most schools feed the players after every game.

They are taken care of. There is no way Foster went hungry like a kid in Africa.

They might idk. But if they're playing an 11 o'clock Saturday game and get food right after that still leaves a Saturday night plus all of Sunday. And I remember my appetite when I played sports in high school, I can only imagine the appetites for these guys after an intense SEC game

Well this obviously was not a road trip. I'm not saying they're starving or anything close to that. I have no doubt he's exaggerating to further his own agenda of paying players. I'm just saying I see where he's coming from in terms it must be frustrating to know you're earning Tennessee hundreds of millions of dollars and going to fricking Outback for supper one night would be a significant drain on your personal finances.

To be fair its been a few years since I actually used LSU's dining halls so I'm not 100% sure what their hours are, but it's definitely at least limited on weekends if not closed entirely. I don't condone what he said, and potentially throwing his university under the bus and tarnishing their image unnecessarily. However I don't have a problem with taking a few hundred extra dollars a month

It's funny you mention it, since that's the only bowl game he played in.

yep. But that is an NCAA policy, not an LSU policy. Per Diem can be given for meals missed due to practice/travel/games or on holidays.
Although most teams probably provide players food but still give them per diem on these days which is pretty shady.
