Made the most difference? I don't really know what this means. Elvis was really the same type of singer who just sang standards and had a developed and well marketed product in a way like Sinatra or Bennett. He did popularize a new form of music that has been the most dominant in the current era.
The Beatles changed how music developed. Or they were at least part of that movement where it became more so expected for musicians to develop their own music.
I don't really know who "made the most difference." I do know that I prefer the Beatles music.

I hated Elvis and loved Beatles because I thought Elvis was redneck... I was wrong.. I hum Suspicious-Minds to this day.

If by difference you mean influence The Beatles without question.
I love the early Elvis records but The Beatles were vastly more influential in terms of sound but also labels opening up to marketing bands that were free to produce their own sound not to mention the explosion of "garage" bands borne on the wake of the British Invasion.
Elvis' influence --as good as those early records are-- is much more limited to labels' learning to better ways to market a "pop star".
