In his defense, he has donated a lot.
I think the only time you would really need to call someone out on the donate:receive ratio is if it's close to 1.

I use on attacks and usually attack a base that has more resources but harder rather than searching through 15-25 bases

For lower lvl players, 1:1 is acceptable. It's when it falls below 1 that we need to reevaluate that member.
ETA:
Also, using CC troops for raiding is acceptable. It's the advantage of being in a clan. It's those that don't contribute to the clan that's the problem. We really don't have those.
