Also, reading it closely. Tags dances around the whole issue and simply finds "conduct detrimental"...in other words nothing in his express findings affirms any pay-to-injure or "bounty."
For perspective a player can be fined or suspended for "conduct detrimental" for offseason arrests, tweeting during the game, etc.
ETA: he did apparently make specific reference to the evidence supporting Goodell's finding of the Vilma bounty on Favre...which interestingly gives Goodell a defense in the defamation suit...something Tags certainly would know as a lawyer.

This ruling means NOTHING! Just like someone said before, they've accomplished what they wanted. Nowhere does its clearly state "Players were 100% innocent". The ruling is a hopeful step to get vilma to drop the "Defamation Suit", but I say "Give them NOTHING, but take from him EVERYTHING"!!

Vilma's suit is the kicker in all this mess! Thankfully he did sue and thankfully he did not rescend his suit!
Blame now is fully on the organization and coaches becauce they must blame someone to stay off the hotseat! And, CSP hasn't sued and most likely won't sue!

Goodell should be let go with a large payout, at year's end.

I wouldn't do too many cartwheels over this ruling. Read it closely and its reinforces the bounty program, the players' involvement, and the coaches involvement. It basically says that player discipline is pointless at this juncture because of the poisoning of the well perpetrated by the Saints organization.
What really stinks -- and I bet commentators across the nation will start saying this because it is so blatant that it's ridiculous -- is that Tagliabue went to Goodell and said, "You made a mess of this. You were correct on the bounty findings, but you went too far with the players. What do you want me to do to save face for you and the league?"
To which Goodell said, "You're right. I'm a total fricking complete moron. Just validate my findings, withdraw the player discipline and blame it all on the Saints."
To which Tagliabue said, "That's exactly what I was thinking, and if you had called me beforte this shite broke, I would have told you to do precisely this you fricking incompetent piece of shite."
To which Goodell went to his knees and promptly blew the ex-commish.
