NCAA new scholarship limits

I haven't seen anything posted on this, so excuse me if I am late. This is from SS at 24/7. I know there will be plenty of questions on how many signatures LSU can take this year and how scholarships can count back to past signing classes. Well here is your answer...
"The NCAA has changed its rule for counting back on scholarships effective this year. The 85 number no longer is a factor. The only number that matters is the number of initial counters. LSU had 21 in 2012 -- four below the minimum. Therefore, LSU will be able to have four players count back to the 2012 limit from the 2013 class.
For example. if LSU would bring six early enrollees to school in January, four could count back to 2012. Two would could to the 2013 number. LSU could still sign 23 players in February who would count to 2013. So, essentially, LSU can bring in 29 players in the 2013 class."

its not the NCAA rule people are wondering about. It's the SEC rule that states no team can sign more then 25 players, no matter count backs.

The guys who count as early enrollees sign in december/jan right before they enroll. They cant enroll without signing a LOI. They will count towards the 25 in 2012, not 2013. The guys signing in feb will count towards 2013 25

This will count for SEC teams from my understanding.

That's incorrect. The SEC rule is in line with the new NCAA rule. LSU can and will sign more than 25, assuming there will be room under the 85 limit when some of the juniors declare for the NFL.

does this new number of 29 include or exclude;
1) Avery
2) current commits who may not qualify
in other words, do we have 6 more or 6 plus avery,plus non qualifiers.

Some of us have been trying to explain for
months we would be able to sign over 25. I haven't read the new rule yet, but we had room to backcount under the old one anyway.
ETA: And the 85 still matters because you have to have room for them to be on scholarship when they enroll in the Spring. You can have room by either being under the 85 during the Fall or by mid year replacement of scholarship players that have graduated. This is why we lost Miller last year.

I would assume Avery would count in 2012 if he makes it in Jan as people have been posting. Also Rettig early on said he intends to be an early enrollee FWIW.

Just to follow up from earlier, I've read the new manual and all they've done is adopted the LOI limit of 25, which they approved last year. Nothing has changed with the way initial counters are counted to certain classes.

That includes avery johnson so 28 not counting avery
