They're okay, but there are generally better options. They're not as strong and the ones that you're mentioning, but my favorites are adaptive shields and absorbing shields, depending on the context. In areas where elemental damage is the norm, obviously adaptive shields are preferred. In areas where there are a lot of bandits or hyperion techs, absorbing shields are pretty good assuming they have a high chance of absorbing rounds.

I didn't like that at first, but it's a decent trade off. I've used enough Badass tokens to make up for it.

Also, as for the tip jar, it's entirely up to you. Playing through again in True Vault Hunter Mode I'm going to wait until I hit 50 to tip her. In the first playthrough I'd probably tip around 32.

I didn't even think to wait for a decent level to tip. I just wanted to see what she would give me. Got a decent SMG out of it, but I was a 19.

I feel like I have a gamebreaking shield and I love it.
I am generally ok with health reducing shields if the shield increase is greater than the health lost (i.e. lose 3000 health, but the shield increase is 5000 over what I currently have). Considering shield regenerate and health doesn't (unless you have a mod or skill), I believe you will be able to soak more shots long run with a higher shield.

You can keep tipping and she will keep giving you guns. Currently it is believed you only get her bad touch once, but it possible to get around this by creating an alt and joining someone else's game that is at the desired level (i.e. create a lvl 1 character and join a lvl50's game and tip her to get lvl 50 guns).

I did the same thing, definitely tipped too soon. The SMGs were better than anything I had or looted for the next few levels, but in hindsight I probably shot my wad too soon.

I need to start playing around with some other guns. I'm doing well with just a Hard Slapper with explosive rounds and zoom.

i'm not sure any of this Moxxi talk is concrete.
i've seen Pevy give her $500 and get her best gun.
i've given her $3-4k and gotten her best gun. And at the same time I've given her over $13k and gotten shite.
i also have 3 of Ms. Moxxi's bad tough. the fire one that vibrates.
each of those 3 i got on different levels. one at ~20, one ~30, one around ~37.
Also, when tipping her:
Don't waste $1k at a time, that dumb. do $100 at a time. Much like IRL whores or strippers, make them work for the money, don't throw them a wad and expect the best BJ of your life.
Tip her until she starts talking. stop tipping her. When she stops talking, start tipping her again.
Rinse and Repeat until she gives you a gun.

Thinking about buying this game. I had a friend describe it as Skyrim but with guns. Any truth to this?

Yes and no.
No Dragons, tons of loot, comical plot and characters, Action RPG, co-op up to 4 people (best part to me). It's taken Action RPG to the extreme with all the loot combinations you could find. More engaging than Skyrim for me. I have dreams about what gun I may find next.
