Most Underrated Villains

You often hear of Sauron and Saruman on the list of great villains, but to be honest I don't find them to be compelling villains at all. Yeah they're powerful, but I never felt as if they were a true threat to our hero, that they would make it out ok, and their characters were extremely one dimensional. At the end of "Fellowship of the Ring", I was very confident that Frodo would complete his quest. However at the end of Two Towers I didn't feel that way. And it wasn't because of Sauron, but Gollum.
Up until you formally meet Gollum, Frodo, aside from physical strength, has no real flaws as a character. He is pure and you are sure he has what it takes to destroy the Ring. Gollum however brought out the worst in Frodo and Sam, and while I knew Sam would probably make it out ok, I was thinking that Frodo might not finish the journey solely due to Gollum's treachery and that Sam would have to finish it. Not to mention Gollum is creepy as hell, compelling, manipulative, and a tragic villain (I'd venture to say he's the most compelling character in the trilogy).
I really don't get when people say that Hannibal Lector is the most terrifying and creepy villain ever when there is one far worse within the film. Pick your fate: Likely instant death with likely canibalization or two months starving in a well rubbing lotion on your skin getting sprayed with a hose for the most terrifying man imaginable. Buffalo Bill certainly doesn't get his due as a great movie villain.

Ms Trunchbull from Matilda. I think a very underrated movie in general. It was one of my favorites as a kid.

I can't think of many 'underrated' villains from movies. I agree that Hannibal got the pub, but Buffalo Bill was a truely terrifying villain because he was real. He was a composite of Ted Bundy and Ed Gein
The Tooth Fairy was another great villain from Red Dragon, so he wasn't underrated at all.

Dr. Decker from Nightbreed is underrated IMO. Not only is he a serial killer but he also is a psychotherapist with the police on his side.
