Step in the right direction, how about deepwater?

I'm really confused on what this article is saying. Before the accident, were they drilling in shallow waters? I was of the understanding that they were drilling in deepwater because shallow water was banned.

Overall, I think Obama has a good sense of what needs to be done (or at least he's listening). Which leads me to believe this moratorium will be lifted after enough things settle down. I know that's not a popular feeling around here.

EDIT: Another question, will the gov't be able to prove negligence to get more than $75 million or will they just lift the cap or will we end up paying for it all?

Would it really have made any difference if the rig were in shallow water?

Anything up to around 1000' can be reached with divers and would have been capped inside of one week.

Anything over 500 feet of water is still considered deep water per the Gov't. So this only affect rigs in less than 500 ft of water. Not much of a bone he is throwing here.

Still getting educated, bruh. My question was mostly prompted because Ixtoc was in less than 200 feet of water.

Seriously doubt this is true. Deepwater is where the big payoffs are. i would have to guess most of the big finds in shallow water have already been discovered and are being produced.
