I'll say Peyton Manning although "missed out on" probably doesn't apply.
"Missed out on" implies someone who considered LSU,that LSU recruited hard and that went elsewhere.
That would be interesting and I freely admit I'm too lazy to think about it.
I'll post a name if it comes to me in a flash of lightning.
Throughout the 90's, mainly the Hallman years, most of those great Louisiana players were not considering LSU.
And obviously Buck Buchanan and the other NFL hall-of-famers who went to Grambling had no choice. They couldn't play football at LSU because of the color of their skin so "missed out on" doesn't apply--at least in the sense I'm taking it.

Both went to Woodlawn, Bradshaw then Ferguson. Quite a run in QBs, no?
Interestingly, the guy that followed Ferguson was another pass-happy QB named John Booty
It's said that Bradshaw's predecessor at Woodlawn, Trey Prather, who kept Terry on the bench until his senior year was as good or better than both. Prather did sign with LSU and played one year before leaving school to join the Marines. He was KIA in Vietnam in 1966 or 67.

I'll throw in the name Anthony "A Train" Thomas of Winnfield.
After rushing for 2000 yds both his soph. and junior seasons LSU (Dinardo) finally decided to recruit him before his senior season. Too late Gerry. Michigan had been recruiting him since his soph. season. Thomas capped off his high school career as the state's all-time high school rushing leader, surpassing Cecil Collins.
At Michigan he set school records for career rushing yards and career TDS and played on the 1997 Michigan NC team.
He was named the NFL Rookie of the year in 2001.
Apparently, for two years Dinardo didn't think he was good enough for LSU.

Mitchell attended the University of Southwestern Louisiana (now the University of Louisiana at Lafayette), where he played quarterback.
At Southwestern Louisiana, Mitchell became the first player in NCAA history to pass for more than 5,000 yards (5,447) and rush for more than 3,000 yards (3,335). He also held the NCAA record for most rushing touchdowns by a quarterback (47). As a senior, he rushed for 1,311 yards and passed for 1,966 yards while accounting for 25 touchdowns.
Mitchell is the NFL's second all-time leader in total yardage, second only to Jerry Rice with 23,330 yards, thanks in large part to his 14,014 yards from kickoff returns and his 4,999 punt return yards. Both are NFL records. He also rushed for 1,967 yards on 388 carries (avg. 5.1 rushing yards), caught 255 passes for 2,336 yards, recovered 20 fumbles for 14 return yards, and scored 29 touchdowns (four kickoff returns, nine punt returns, 12 rushing, and four receiving). His 13 special teams touchdowns are also an NFL record.
He is also one of only four players to record four seasons of over 2,000 total yards, (the others being Marshall Faulk, Dante Hall and Tiki Barber) and missed out on a fifth by only five yards....

I don't think the Mannings are good selections because of the combination of their dad not being from LA and him going to Ole Miss.

Can you even really consider the Mannings? Technically they grew up in New Orleans but their dad was from Mississippi, played at Ole Miss, and Ole Miss' greatest rival from when Archie was playing was LSU.
LSU had about as much chance of getting either of the Mannings as I do of being taken in the draft for any professional sports league.
