Does it have to be a movie? If not, Ben Linus from Lost wins this hands down.

Nah. That's a good one.

Try to name more than one though. It's not who's the overall best but who are some of your favorites.

It's not 10 but here are a few that jump to mind as great recent movie villians.

Christian Bale - American Psycho
O-Ren Ishii (Lucy Liu) - Kill Bill: Vol I
Javier Bardem - No Country For Old Men
Heath Ledger - Dark Knight
Agent Smith - The Matrix
Darth Maul - the Shitty Star Wars Prequel (movie was bad and he was wasted on it but still an awesome villian)

Ehh, was to lazy to look up when they were actually made. Wasn't real sure about American Psycho either, I just went with recent villains.

Very solid list. You named a couple good ones I forgot about....especially Newman in Road to Perdition which would actually have been in my top 4 if I would have remembered.

They raped his character and left him for dead in a ditch. The character is so stupid that in order for him not to be that dumb again, they had to give him a super power to tell when others are lying to him. He should have been killed at the end of season 1.

10 in a decade seems a bit extreme...

Dude, you seem pretty intense about that character.
