Completely uneducated guess....

They are taken to recycling locations. For money. Crackheads can be very inventive.

In New Orleans a while back, people were stealing cast iron and doing the same thing. Many from the City of New Orleans' inventory. The city took action by threatening the recycling locations with legal action if they are ever caught with manhole covers.

Supposedly stealing them for the value of the metals.

There was a wave of thefts of HVAC compressors a few years ago as thieves were stealing them for the copper. I always wondered why anyone would do that. You have to steal a unit, take it somewhere, disassemble to remove the copper, and then take the copper to some scrap market. One's earnings per hour in this enterprise can't be more than being a door greater at Wal-Mart.

Many years ago I saw the carnage of copper thieves ripping apart the refrigeration units on a whole row of semi’s at a food distribution warehouse

Millions in damage and crippling an entire company for probably less than $1000 in copper

Right now they are going into stores in Houston and Dallas that have weak security systems and ripping all the wire out at night

So now they're stealing fire hydrants? Does that include the waterless fire hydrants in Karen Bass's Los Angeles? I guess when folks started encasing their outside A/C units in cages the cooper theft dried up.

I once walked in on a thief while he was about to rip the cooper wiring out of the walls in my rehab house. While I was trying to force entry through the front door, he made a hasty retreat through the back door.

After I cooled down I remember thinking - dang, I could have gotten myself killed. A word of advice, if this ever happens to you - call the cops.

America is a mess.

Scrap metal for recycling?

Bogota had a severe problem with thousands of manhole covers stolen each year. It was particularly hazardous if you drove at night.

That won't happen until/unless we start carrying out severe penalties against those who commit egregious violations of said trust. It would really need to start with politicians, but since politicians write the laws... see: how often has the STOCK Act been enforced?
