It is a big problem if half the parties involved, including the mediator, don't view the most basic and impactful part of an agreement the same way.
It essentially means that there is no agreement.

1- frick that. Lebanon is a sovereign country and needs to control their borders. This tacitly acknowledges Hezbollah - Iran partnership. Not good.
2- this all but guarantees the cease fire will fail.
