At best, at this point, this is all a troll. And you're the victim. You're falling for it and allowing yourself to be distracted by it.
At worst, it's some weird money laundering scheme. I'm sure govt purchased tampons are quite pricey and there will be some skimming. And probably no actual tampons to be seen. Just some law saying they'll be there.

After living in this state (MD) for almost 20 years, I have little doubt that they're serious as a heart attack about this.

in this case, presumably, it would be for the women pretending to be men that would need these. An extra layer of weirdness is that there aren't free tampons in the Womens bathrooms. Unless I'm at the gym or spa, public bathrooms don't have free products. There are no expectations for free products. Why should a woman pretending to be a man get free products? Can I walk my 100% woman self into the men's room to take advantage of the free women's products in the mens room?
