His back foot was clearly inside the line. It doesn't really matter though because that doesnt dictate an out. What I dont understand is why they didnt say he offered at the pitch because he Definitely offered at the pitch.

This! He was out of the box and stepped into the line of the ball. How is that different from "intentional hit" when you lean into it?
