Foster children in Australia were placed with a Transgender Serial Killer.

A member of the public had contacted local radio station 2GB to report that a 12-year-old and 14-year-old were living with 79-year-old Regina Arthurell, formerly known as Reginald Arthurell.
Kate Washington, NSW's Minister for Families and Communities, has now issued a major apology for the failure during an interview on the same station.
"It should never have happened, and I'm deeply apologetic for what has happened," she said.
Ms Washington described the situation as "entirely unacceptable".
The triple killer began sharing a home with the foster children after being invited to stay by an elderly woman he met at Westmead Hospital.
The woman's daughter then alerted police after growing concerned for the safety of her mother and the children.
On Tuesday, it was revealed that armed police had raided the home and separated the serial killer from the others.
The minister said she only learned of the matter in recent days, despite her department having been informed months earlier.
"The department was made aware of the situation in late December, and some very poor decisions were made at that time," she said.

Reginald Arthurell murdered three people:
Thomas Thornton (1974): Arthurell killed his stepfather, a naval officer, with a carving knife.
Ross Browning (1981): While on parole for the first killing, Arthurell robbed and killed this sailor.
Venet Raylee Mulhall (1995): Arthurell bludgeoned her fiancée to death with a piece of wood in Coonabarabran, NSW, while again on parole.
He was released from prison in November 2020 after serving 24 years for the murder of Mulhall. He was released on parole rather than serving his full sentence behind bars due to a decision by the NSW State Parole Authority.
Key reasons for his release on parole included:
Parole Supervision vs. No Supervision: The SPA determined that releasing Arthurell on parole with strict conditions was safer for the community than letting him walk free with no supervision at all, which would have happened when his maximum sentence expired in May 2021.
Mandatory Release Timing: The maximum sentence for the murder was nearing its end, making his release inevitable within months.
Legal Advice: The Serious Offenders Review Council (SORC) recommended that parole was appropriate to allow for monitoring.
Upon release, Arthurell was subject to strict parole conditions, including electronic monitoring, a prohibition on alcohol, and restrictions on contacting victims' families.
Following his release, he transitioned genders to become Regina Kaye Arthurell.
He was briefly returned to jail in 2022 after being charged with another offense.
As of March 2026, concerns were raised about his living arrangements with a vulnerable elderly woman, and it was noted that his extended supervision order had expired in December 2024.
