They are selling them. Not all olympians are rich and they give these away for free.
Im sure they are also having a lot of sex but probably just using regular condoms for that rather than the special olympic branded ones.

This has been going since at least the 1988 Games. I remember reading a article about the crazy amount of condoms that are supplied to the athletes in the village. They talked about once the athletes have finished their competition that it becomes a full on sex festival.
