To be fair, that’s a legitimate criticism of this data chart. Cherry picked data charts should always be scrutinized!
Having said that, my guess is that they are trying to emphasize the scope of the problem. Simply stating that a certain number (example 100,000 Nicaraguans) migrated might just wash over a listener without context.

Anyone who spent time at international airports like Houston, Atlanta, JFK, Chicago, etc could just see what was happening. Entire terminals just filled with 3rd worlders from everywhere. They weren’t just showing up by accident, it was obvious they weren’t being very purposely brought in unlimited waves.
The whole border thing was really a sideshow to the real problem. Even with the wall being built, I am not sure how much it will help with the bigger problem. If a D is in office they will just open up our country to the world again, and probably pump in more than Biden did the last time.
