This is all about getting more funding for the DOD, defense contractors, NASA, etc. The pitch is, "we have this new threat, we need money to study it and defend ourselves."
All of Grusch's testimony was second hand, he's never actually seen anything in person. Why doesn't congress subpoena those with first hand knowledge, those who have actually laid hands on alien tech?
