Two people have already been arrested in the case, and investigators say the probe remains active with the possibility of additional charges.
Pearlina Thomas, 55, and Jay Colar, 35, were arrested Wednesday, Jan. 14. Both are accused of stealing more than $25,000 by fraudulent means, according to their indictments.
Thomas is the former chief administrative officer for CATS, which provides bus transportation in the Baton Rouge area. The agency is funded through a local millage, as well as state and federal dollars and self-generated revenue. In 2021, CATS received approximately $13 million in federal funding, according to the arrest warrant.
Thomas’ alleged role in the scheme centers on her “conspiracy” and “influence on awarding and executing certain CATS contracts.” Contracts valued below $50,000 did not require board approval. Arrest warrants state the contracts in question were managed by Thomas, who also had control over portions of the CATS finance department to ensure payments were made to vendors.

How in the hell does it cost so much money to drive some 15% filled buses around the city that it needs local millage, state, and federal funding??

Dunn got in trouble recently because he doesn't even live in his district, and "allegedly" illegally obtained permits to build a pool cabana at his house.

This. Especially because they carved out the non incorporated areas like St. George and increased our portion to gerrymander a win. And we had every leading community group like BRAC supporting it despite all knowing the key players were corrupt.
