Best city/town in the Alps to use as a home base

The wife and I are planning a trip to Europe and are wanting to spend 4-5 days in the Alps to explore and hike. We plan on taking rail everywhere we go and would like to keep our train rides to different places 2 hours and under. I'm trying to figure out a good city/town to use as a home base that way we aren't continuously going from hotel to hotel every night.
What I've been able to come up with is Milan, Bolzano, Innsbruck or Salzburg. I know Munich is another option but we've been there a few times already and ideally would like to go someplace new.
Just wondering if anyone has some suggestions

I’ve been to Lucerne and highly recommend it. I’d also recommend taking a train through the Alps and stopping for a night or two in other Swiss mountain towns.

Innsbruck
Innsbruck is great town that is not to big or small and is close to everything you mentioned. You are 2 hours from Munich and Bolzano. Hallstatt is very close along with Salzburg. It also is pretty easy to fly into Munich and get from the airport to the train station.

Can't give a good recommendation for the "best" home base, but I'd find some time to go to the Lauterbrunnen Valley and do some hikes in the area. Absolutely incredible.
We really enjoyed Bern, Hallstatt and Salzburg as well.
The mine tour, lunch overlooking the town and boat ride on the lake were both great in Hallstatt. Would recommend sticking around until the afternoon and letting the bus tours get out of town and walking around the town at that time - such an idyllic experience.
If you're in Salzburg, I'd check out Augustiner Braustubl one night - beer garden in an old monastary - we stumbled upon it one night and had a great time.

Have a look at the Kitzbuhel area. I vacation in Fieberbrunn every year. I always have a car so I never take train but there is a regional train between Worgl and Salzburg that passes through Kitzbuhel and Fieberbrunn.
Anywhere in Tyrol is hiking country and should suit your needs.

Look into Interlaken, with daily trains up the Bernese Alps to Lauterbrunnen, Grindelwald, Murren, and Kleine Scheidegg.

Just a heads up: beware of the Deutsche Bundesbahn at the moment. They're having a lot of problems with infrastructure and are doing lots of construction. Routes - especially in the south - have been closed, some trains are running slower due to increased traffic, and it's a general mess right now and won't change soon. I'd concentrate on Austria, Italy, or Switzerland... Good luck!

Lucerne and Bern
Can't speak to Bern, but I have been to Lucerne a couple of times. One of my favorite places to visit in Europe. Highly encourage it.

Are you not in Bavaria? You are stuck with trains?
What are you trying to do OP? Man renting a car would give you sooooo many more options. It’s not that expensive.
What I would do I look at the train routes and destinations, then look at what you want to do. Figure out where the most options are.
Not tons of trains in the alps because of the landscape

Innsbruck = best for daily hiking.
Bolzano = great for Dolomites + food/culture, mix of German/Italian but fewer train options.
Lucerne = classic, super scenic Swiss Alps.
Bern = good city base with easy mountain day trips.
Milan = too far, skip.
Also depends which airport you’re flying into. Use Rome2Rio to look at some train options.
